Depends on how heavy of traffic... These are used quite a bit: http://www.soekris.com/ But have the nickname "suck-eris" because they are pretty slow (easily good enough for home use, maybe for a small office, but definitely not on a 10MBit+ line with a heavy VPN load.) They are low power, that's for sure, but with not much more power consumption you could use a mini-itx VIA board or something similar.
