I think a large part has to  do with ignorance of the system and unwillingness to learn it. Some administrators/DONs/ADONs do not want to know anymore than they do and/or do not want to admit that they don't know anything about the RAI process.  This results in situations like the ones y'all describe.  A "consultant" brought in recently by my administrator actually wanted me to just "sign the same date as everyone else" at AA9 so that it would be "uniform".
 
See, cuz I just know that's what CMS and surveyors are looking for... uniformity.  Uh, huh. That won't raise ANY red flags, will it?????
 
At least my DON took my side and said that it sounded a "little bit like fraud" to her.

I can top this one.  I was out for over a month d/t a car accident and when I came back, still had several weeks worth of MDS's due that no one else got too (there are three other NAC's in the facility).  I was expected to get them all done, and sign them as if I was there!  I don't think so.  I did the best I could, but took them to the DON to sign.  She was not happy to sign but I refused.  Why do these people not get it???
