I may be wrong, but I think it changes from state to state.  In Michigan, an
LPN cannot start an IV in the nursing center, but can in the hospital.  They
are not supposed to initiate a care plan, but can alter it, and end it.  In
New Mexico, the IV question isn't a problem, but drawing blood for labs was
a year ago.  Kind of depends on who was running for what office that year,
and how much money they were able to garner from the lobbyists.
