We need to set some criteria before anyone answers questions related to restraints.
I never respond because I do not have enough information.  I urge other list members to ask for ALL facts before responding.
What is the resident's function
What is the safety issue
Define safety--I have no idea what you mean
can the resident get out of bed
Do the rails enable the resident to do anything--what
And many more?

This restraint determination requires extensive assessment and a decision [answer] cannot be given without all of the information.
