Of course Medicare does not pay for day of discharge so if day 15 is the
day of discharge I wouldn't do a 14 day.

Your 5 day MDS pays you through day 14.  So if day 14 is the last
covered day, no you wouldn't have to do a 14 day.  If day 15 is the last
covered day and you want Medicare to pay you for that day, you do have
to do a 14 day.
