Logically, this makes sense, yes.  I assume then they are walking in the therapy room, which there is no where to code on the MDS.  You cannot always say in no uncertain terms when walk in room & walk on unit are coded 8 that you never mark unsteady gait.  Each assessment is individual-specific.
