Yes, the police. If the resident walks out or your facility, you don't call the OMBUDSMAN. Once outside, they will have little or nothing to do with an ex-resident. In that case, you call the police if the person is unable to care for themselves or is a danger to themselves. The police will get Adult Protective Services involved.
