I would code this resident a 1/1 also. If I understand the manual correctly, assisted passive ROM testing can be done on cognitive impaired residents or residents that can not demonstrate back to you what you wish them to do. In assistive range of motion exercises you provide support and direction but the resident performs some of the activity. In this case they can not perform any of the activity. This section is to code limitation that interferes withn daily functioning, particularly with activities of daily living or places the resident at risk. Look at the example on Page 3-111. I disagree with the therapist on this one.
