Well, an open source product is much less of a risk than a closed source product from that point of view. Even if the company disappears, you still have the source with an open source product. And 3 years is a very long time when it comes to CMS's. If you want a product that has been around longer than that you are stuck with only the really big ones, and then you need to add a zero to that budget just for license costs. :-/ > 1. You want a lot of functionality, like webshops, forums, bulkmail, and advanced multilingual support, but you don't have much budget. This is a very common situation. But infortunately the CMS market isn't that mature yet, and I don't know of any out-of-the-box solution that supports all you want. I quite simply don't think you will be able to fulfill all your needs for the budget you have quoted. My gut-feeling is that it will need at least $40000. There may be products and companies that can do it cheaper than that, I can't claim to be an expert on the market, and companies come and go every day. But all in all, yes I do think your worries have a basis, and you will have a hard time finding something that does all that you want. You need to take that budget, and look at how much you can get for that money in the current marketplace. Make sure you select a platform that is extensible, and you can always add the rest of the functionality when you need it.
