[cms-list] Looking for simple (low cost) CMS.... need suggestions

Greetings all,

I'm new to this list (just discovered it) & hope someone can provide some suggestions.

I'm working with a new client that needs a CMS solutions.
Here are the facts & stats regarding the client/project:
- small (profitable) business, ~200 employees
- small web budget, <$25k for the whole 9 yards
- basic/simple CMS needed so authorized marketing/sales people can
update site w/out involving IT
- Must run on Win 2000 w/ IIS server
- Project time line: ~2 months

I'm having a very hard time finding a low cost CM solution (i.e. $0 to $5k licensing)
We don't need work flow or other bells & whistles.

Any recommendations?
