Mark: We've been looking at a few low-cost ASP based CMS solutions. There aren't a ton of them out there, but two that have caught our eye are:
CM3 - http://www.ddsn.com/ ( <10k USD ) mCubes - http://www.mlore.com ( pricing varies, but seems to be quite affordable) For the price, both of the above appear to offer a fairly robust set of features (especially the mCubes system). A few mentioned Ektron, and while I honestly haven't taken a real close look at it, it didn't seem to be as much of a CMS as a 'page editing' system. (If that makes any sense.)
