I would recommend Ektron CMS200, which I think fits with your
requirements.  It's a very simple web-site content management tool and I
think it's somewhere in the US$500 area.  I used to work for a
distributor of it (last year), and we always had happy customers
(Disclaimer: I have no particular association with them now, but I was a
pre-sales consultant for it at one time!).  

Keep in mind that it is not anywhere near an "Enterprise CMS" - it
doesn't manage highly-structured information.  It's a good simple tool
for relatively simple web sites - as long as that's what you're after,
then I think it's a sensible offering.

I'm working with a new client that needs a CMS solutions.
Here are the facts & stats regarding the client/project:
 - small (profitable) business, ~200 employees
 - small web budget, <$25k for the whole 9 yards
 - basic/simple CMS needed so authorized marketing/sales people can
    update site w/out involving IT
 - Must run on Win 2000 w/ IIS server
 - Project time line: ~2 months

I'm having a very hard time finding a low cost CM solution (i.e. $0 to 
$5k licensing)
We don't need work flow or other bells & whistles.
