Many of the gurus of the Zope & Plone dev communities are active on the http://oscom.org list. Zope is said to have a steep learning curve but Plone can be an easy first step. While hosting a Zope-intranet is free, but Zope-Internet hosting is usually an extra coast and may involve changing ISPs. James Roberston suggests "Open source CMSs have matured to the point where they should be considered side-by-side with commercial alternitives", but there is a risk of over-investment in technical development.
