plones backend is developed with python and zope 2, produces valid xhtml transitional (well some say it can be strict too) is (as mentioned above) wcag aa compliant, has, because of zope, always clean urls, is component focused (say you have several modules that you can plug in, yes wysiwyg editors too - there are currently two, epoz and kupu, and kupu is working on getting wai-atag compliant).
plone is focused on enterprise level services - some people say it's not already there, some people say only one feature (versioning for objects) is missing.
and no i haven't used or heard of it ;) i gave up php years ago.
