I'd recommend Textpattern (currently in version RC3: http://dev.textpattern.com/timeline/) which has an active user base, many plugins (even admin plugins) and about the cleanest, speediest and most "fun-to-use" admin interface I've come across. By standard, all templates are valid XHTML but you can change that to whatever you want using the template editor.

Dean Allen (of Textile fame) is the main developer but lately some other people joined too. A "fan club" chats and develops plugins over at forum.textpattern.com too. A plugin directory exists at textpattern.org.

I've used it for three clients already and they're mighty pleased.

Did I mention I'm a big fan? ;)
