Check out SilverStripe. We've been pushing out webstandards-compliant websites for years, and are even keen to find implementors willing to try out the new WCAG 2.0 draft guidelines because they will soon be wanting proof that these guidelines are possible to implement in the real world. *       Has an easy to use admin console and publishing system, with
access to add and move site navigation elements

SilverStripe focuses on an a powerful admin focused on the mindset of a content author, in contrast to admin systems being overly complex such that even a clued developer is baffled.
Site navigation elements are moved by a drag and drop.


*       Has a single repository for assets with the ability to load
content to multiple areas of a site, including automatically loading
'teaser lines' and links to various pages.

SilverStripe can do this. Note that the underlying principal of SilverStripe is that it is customisation-ready. No two sites are the same, so rather than box you into a three column layout, you have complete control over the look (see silverstripe.com/themes) and the functionality is controlled through a Ruby On Rails-like programming framework.
