As member of the USCGA and a USAR team, I have seen a few situations where 
people got into trouble, but I strongly believe that the solution is education 
not laws.  I agree that when inexperienced people can get into trouble, those 
who understand the situation should make sure the 'blank' ones are kept out.  

Here is a good example of "Think before acting so you do not take more victims 
to the disaster site."

Police have arrested a teenager they said slammed into a fire hydrant and a 
utility pole that energized a pool of water and killed two women acting as good 
Samaritans.
Arman Samsonian, 19, faces two felony counts of vehicle manslaughter. 
Police say Samsonian was speeding on August 22 when he lost control of his SUV 
while trying to make a turn near the intersection of Magnolia Boulevard. and 
Ben Avenue in Valley Village (Los Angeles area). He hit a fire hydrant and a 
utility pole that ended up energizing a pool of water.
I do not see the logic in the charge.

Not directly related to sailing but has water in it....

I know I'm treading on thin ice here, but a big part of 
the problem is the fear of litigation. There are so many folks out there who 
are 
looking for someone else to protect them from their stupidity and somehow to 
benefit financially from that stupidity, that now there are too many laws to 
protect us from ourselves.
 
And there are too many attorneys out there who are ready 
to 'help' us benefit from our stupidity.
 
Sorry, but I too am upset with laws to protect us from 
idiots, including ourselves.
 
Says one who used to be married to an attorney, who also 
believes as I do and no longer practices.
