I wouldn't repaint an old panel.  I'd either leave it or replace it... 
replacing was an easy decision for me as I'm rewiring the entire boat 
ground-up.  I just installed a great little Blue Sea Systems panel on my boat 
in place of the original C&C unit.  It was $232 from Defender 
(http://search.defender.com/?expression=201822&x=0&y=0) and has 12 switches, it 
comes with labels, and it has lit "on" indicators.
