I have a friend who writes and gives Connecticut SafeBoating classes - needed for operating boats in CT. Just asked him as to the pecking order of manually propelled vessels. He replied that they are treated as sailing vessels. Which is fine provided that the meeting is between a power vessel and a paddleboarder - but I'll be damned if I know how to tell if a paddle boarder is on a port or starboard tack when I am crossing him in my sailboat!!
