I've finished with the work I'm going to do on the tile mapping
(finally). Rotation isn't handled properly, I'm afraid, but scaling
is.

The test_tiles demo shows scaling in action - hit "z" to zoom in and
out. The artifacting sucks - that's what you get with shared textures
though :(

I've also checked my lame editor into tools/. You can use it to edit
the road map file. Unfortunately it only *edits* a file at the moment
- it doesn't create. The file to be edited must have at least one map
and one tileset.

There's the beginnings of handling multiple tilesets and multiple map
layers, but it's pretty lame.

Stuff I'd like to have done:

- it needs a basic option to create a map of a certain dimension, or
to resize an existing map
- toss out the current tileset/map layer selection stuff and replace
with a popup menu system and have the palette just be a palette
- allow creation and editing of cell properties
- allow window resize (ouch, hard)
- region-based setting of tiles
