I don't know if you can install an IOS build that is stored somewhere on the device, but I have succeeded in installing a debug build stored on my web site, by dissecting and modifying the HTML that accompanies the build in the codename1 dashboard. Sorry, I don't have the details at hand, it was something of a pain to do and I haven't maintained the practice.
