What good do they do, though?  The problems I have had with modeless
channels have to do with the fact that there is no moderation or
enforcement system for them, and not with the code impact.

If you have a combative userbase, chanops need some way to remove
obnoxious users.  If your users are responsible and at least mostly
get along together, much of an ircd's code is overkill, and you would
have a nicer feature set using Zephyr (or Jabber or whatever) instead.
