The current behaviour of the server software is for example when
"net.users.undernet.org" is banned in a channel and someone logged in as
"net" joins the banned channel with "hello-world.com" as their host, the
server would check against the users account and any previous bans in the
channel and through a +b message in their face.  This is as of .03
