The truncation is made actually for cases when 10k oder 100k test is being made, if somebody sets the max to a negative value or <100 then it is something that will produce strange results or very un-usable. But we should not cover all nice cases if somebody sets it to 81, 75 or so. All below 100 is out of meaningful in my view.
