   Good catch @ianmcook. Updating existing blog posts with inline HTML would be 
fine but I wonder if we might just add 
https://github.com/keithmifsud/jekyll-target-blank and remove all 
`{:target="_blank"}` instances? This would make it so,
   
   - Content authors don't have to remember to fiddle with `target`
   - Visitors would get a more consistent experience. Prior to the markdown 
parser upgrade, some external links would open in new tabs and others wouldn't
   - Post authors could still use inline HTML to achieve what they need, 
including forcing external links _not_ to open in a new tab
