   In my testing, if you specifically link to something like 
`https://arrow.apache.org/docs/format/Columnar.html#ipc-streaming-format`, you 
get an external link. Basically, any not managed by Jekyll. I think this is the 
behavior you're after.

`rel="noreferrer"` seems like a questionable practice for a public site. I'd 
recommend configuring jekyll-target-blank accordingly.
   
   People differ on noreferrer but I'm okay not setting it and just setting 
noopener.
