Global and product !TracLinks did not resolve correctly for certain
configurations. Refs #592.
The `[multiproduct] product_base_url` setting was being ignored when
`[trac] base_url` was set, and global !TracLinks did not resolve correctly
when `[trac] base_url` was not set. Patch by Olemis.
