   Agreed, it could never fail. In dd8125b I removed that block and took the 
positive-path option you suggested. `resolveKeyFile` is now package-private, 
and `allowsPlainKeyId` asserts that `resolveKeyFile("tenant-a-signing-key", 
".private.json")` sits directly in `keyDir.toAbsolutePath().normalize()` with 
the expected file name. The `assertNull` on `getKeyMetadata` stays as the 
accepted-through-the-public-API check.
