Review Comment:
   🔍 **Still open — raw `keyId` echoed.** The separator guard at line 476
reports only `keyId.length()`, but this `startsWith` guard still embeds the raw
`keyId`. For consistency:

               throw new IllegalArgumentException("keyId must resolve inside
the key directory (length: " + keyId.length() + ")");

Review Comment:
   🔍 **Still open — this assertion can never fail.**
`keyDirPath.toString().startsWith(keyDirPath.getParent().toString())` is always
true — every path starts with its parent. It never touches `manager`.

   Either drop this block entirely (the `assertNull` on line 77 is sufficient
as a positive-path check), or make `resolveKeyFile` package-private and assert:
   ```java
   assertTrue(manager.resolveKeyFile("tenant-a-signing-key", ".private.json")
           .startsWith(keyDir.toAbsolutePath().normalize()));
   ```
