Only internally can create now:
cassandra_maint@cqlsh> CREATE TABLE USING 
'org.apache.cassandra.db.virtual.RingState' basic.ring_state;
InvalidRequest: Error from server: code=2200 [Invalid query] message="AdHoc 
create statements for virtual tabels are disabled."
