I guess my question really is: why does {{guardrails}} exist as a user-visible
concept, rather than an internal feature name? Why should the user have to
guess if a limit is classified as a guardrail or some other limit? There should
be a single concept of limits/thresholds/guardrails within the config file, or
we should be moving towards one.
