I would use "location you extracted it to" not ~.  I used to have a bunch of 
scripts where I hacked the .bat and bash files to sed in 
CWD/data/commitlog,data,saved_caches when you ran.  It worked well for our dev 
team which had a lot of windows guys, they just extracted and ran the bat file, 
and then had a local instance to unit test on etc.
