New launch scripts on the Windows side give us a lot of flexibility on where we
nest this data. I'd lean toward default data directory being w/the
$CASSANDRA_HOME/data on both platforms for consistency and lack of surprise,
with a suggestion on the quick install docs to change that as you see fit.
