Re Copilot's note on `NetworkServiceImpl` (stale NIC rates after a network offering change): this is by design. `nics.network_rate` tracks what's actually enforced, so it updates when the NIC is re-prepared on the restart after an offering change. Updating it earlier would show a rate that isn't applied yet. VM NICs don't use the network offering rate anyway. -- This is an automated message from the Apache Git Service.
