Review Comment:
It's probably incorrect to mention these files in the LICENSE. If a file
doesn't have a header and it isn't mentioned in the license, then it's implied
that it's the same as the main license. We just prefer to have a license header
to make things more explicit and so we don't need a Rat exception. If the
"license" thing doesn't work, then just add an exception to Rat and add a
comment that says this file does not allow a license header.
