This is what I would do:
Rename `MSQWarningReportPublisher` to `ExceptionPublisher`.
Create a new CompositeExceptionPublisher.
One implementation can be of a FilteredEmitterExceptionPublisher where in
the constructor you take the error code.
It would be cool to avoid This call

stageNumber, e);
