   It doesn't really need to be IIUC.
   
   Answering your other comment about how often we would end up recomputing 
this (as it's relevant here): `recomputeMaxConcurrentNumChunks()` would be 
called only when `S3OutputConfig` and `S3ExportConfig` are injected initially. 
We needed a global place to calculate the max chunk size (out of the two 
configs), and use that to calculate the maximum number of chunks we want to 
allow on the disk simultaneously.
   
   In comparison, `currentNumChunks` is marked as an atomic integer since it's 
updated by the upload threads.
   
   Hope this makes sense.
