Review Comment:
   This was addressed in the earlier round, before your second pass: there is 
no `resource_exhausted` path left. `send_messages` enqueues what fits, counts 
the rest, and the service reports them in `partial_success`, so the client 
retries only the rejected records rather than resending a half-delivered batch.
