Follow-up to #19880: migrate Lucene APIs/codecs to 10.0.0 while preserving legacy text/HNSW reads and FST matching. New indexes cannot be read by Lucene 9.12; README covers the maintenance window, rollback limits, and TEXT_MATCH changes. **Reproduce:** on master before this change, bump only `lucene.version` to `10.0.0` and run `./mvnw -pl pinot-segment-local -am test-compile -DskipTests`; the removed codec APIs fail compilation. **Validation:** JDK 25, 246 focused tests and 32 cluster tests passed, with a successful 65-module downstream build.
