Thanks @DanielLeens — Issue 1 is addressed on head `f45b6de6`:
`clearPipelineMetricsForRestore` now calls
`cleanTaskGroupContext(pipelineLocation)` **before**
`seaTunnelServer.removeMetrics(...)`, so the failed attempt's worker-side
task-group contexts are wiped first and can no longer re-populate the metrics
store after the reset. Both steps keep the existing best-effort semantics (a
cleanup failure logs a warning and never blocks the restore).

Also noted your pointer on the ES IT — `#12711` stabilising index visibility
polling on `dev` explains the `PIT/Scroll-slice` failures we parked; once that
lands in our sync base those lanes should go green on their own.

`StateTransitionCleanupTest` is 11/11 green locally with the change. New
head is synced with current `dev`; ready for re-review.
