Thanks for checking the fork so carefully, @kalayciburak. With Actions enabled and the `Build` workflow active on `fix/prune-checkpoints-to-max-retained`, a dispatch that still returns HTTP 422 "Actions has been disabled for this repository" is not something you can fix from the repository settings, so I agree there is nothing more to do on your side there. The steps already posted above (billing check, GitHub Support, or running `Build` on the same branch in another repository you control) remain the way forward, and please do not add an empty commit or open a duplicate PR. The head is unchanged at `03a99ef0`, so once a `Build` run is available for it, just paste the run link here and we can move on.
