yes, the open items are covered on the current head 21cfc050. Cleanup now catches reported Exception failures and restores the ids, and the retry test covers an unchecked delete failure. The PR description records the per-completion listing trade-off, the restore limitation and follow-up #12094, and that non-positive retention disables cleanup.
