Merged dev `7604a83ec802` and resolved the test-class conflict in `92ca48dba98a`. The merged tests retain both the upstream strict/lenient MAP and ARRAY cases and this PR's DECIMAL precision/STRING compatibility cases. Both EN/ZH upgrade notes preserve the DECIMAL guidance and upstream additions. All 76 JSON tests passed on JDK 11 (583 with dependencies), along with root Spotless and offline root verify. Root verify skipped test execution; the module tests ran separately.
