Can't we turn this TR in something useful instead of making it invisible? For 
example, put the toolbars (headers, NoRecordsToolbar, etc.) to the TBODY 
instead of THEAD/TFOOT in case of 0 records? 

BTW, HTML5 seems to allow empty TBODY's:
