Hi [~eddyxu], thanks for working on this! Seems Steve prefers apply {{Builder}}
to all Filesystems in HADOOP-14365, so for this JIRA, I would prefer temporary
make the API as private first, as a safe guard without requiring too much
effort.
Also thanks [~anu] for bringing out opinions from different view of point! I
understand we all want to make a good product. And I think the long term fix
depends on HADOOP-14365. I will closely watching HADOOP-14365, learn more from
the discussions between you, [~andrew.wang], and other seniors.
