We're supposed to deprecate in a prior major release before removing. So, we'd
be violating source compatibility if we remove in 3.0.
That said, it's better to do it in 3.0 than some minor release, and I think we
did a similar change already for some YARN API. I think datanode
reconfiguration is also only really used for DN hotswap. So, it's not *that*
critical, and since we maintain wire compatibility, Hadoop 2 client JARs will
keep working.
