Sorry this was my bad back then. This class should not be a public API ideally.
As Andrew mentioned, it is only useful for re-config / hot swap drives, and
(should) be used only between {{DFSAdmin}} and {{DataNode}}. Is there a
protocol to downgrade / deprecate this from public to private API through
multiple version?
