Looking at the {{TestRPC}} failure in the v008 patch, I realized that the
additional test cases I added to assert on {{RpcQueueTimeAvgTime}} and
{{RpcProcessingTimeAvgTime}} will be flaky because the numbers are measured in
milliseconds, so they may round down to 0. I removed those in v010.
