This may actually be not a bad idea; given the high possibility that vandalism goes unnoticed on Commons file pages. I'm sure that most of our editors can be trusted to flag pages.
Flagging Commons File pages is also an easier job, because it's fairly easy to tell the difference between vandalism, garbage and legitimate edits on Commons. Just a thought.
