Are there enough people interested in flagging revisions?  The
downside of flagged revisions is that people need to be able to more
or less keep up, otherwise new users and like could end up feeling
their work is ignored.  I worry that flagged revisions would just fall
into the same problem of too many files and not enough people to look
after them
